       Firefighting Maintenance and Support Department organized a meeting to jointly study the notice issued by the local Fire Rescue Team regarding the implementation of the Firefighting Technical Service Credit Management Measures. The internal interpretation of this management method is as follows:
 1. Scope of Application and Managed Objects

    The Firefighting Technical Service Credit Management Measures apply to institutions engaged in firefighting facility maintenance, inspection, firefighting safety assessments, and other social firefighting technical services within Tianjin. The management objects include firefighting technical service institutions and their employees.

 2. Credit Information Collection and Evaluation:

    This includes basic information about firefighting technical service institutions, professional conduct, administrative penalty information, etc. These details comprehensively reflect the institution’s performance in daily operations, service quality, and adherence to regulations, such as whether the institution completes service projects on time, whether the reports issued are true and accurate, and whether any violations have led to penalties.

 3. Credit Rating Classification and Application:

 Credit levels are divided into five categories:

 AAA (Excellent Integrity)

 AA (Good Integrity)

 A (Average Integrity)

 B (Poor Integrity)

 C (Very Poor Integrity)

     Firefighting technical service institutions and personnel with equal scores will be classified according to the higher rating. Institutions and personnel with no points deducted will be classified into Grade A or higher based on additional points earned.

 Application of Results:

     Credit ratings will be widely used in market supervision and industry development. Institutions with high credit ratings will be given priority to participate in firefighting technical services organized by fire departments, included in Tianjin’s expert database for fire prevention, and   recommended for participation in government-organized fire inspections, assessments, and hazard rectifications. They may also be prioritized by social units for selection, and the frequency of supervision and inspections by firefighting rescue institutions will be reasonably reduced.

 Institutions with low credit ratings will be considered high-risk and subjected to more frequent inspections. They may be restricted from participating in certain project bids and face market access barriers.

 4. Dishonesty Penalties and Credit Repair:

     Institutions that seriously violate laws and regulations will have their business licenses revoked, and responsible personnel may be banned from the market permanently. Individuals who obtain the registered fire engineer qualification by fraudulent means, bribery, or falsifying   certificates will have their credentials revoked, and no further points management will be applied.

 Credit Repair:

     Firefighting technical service institutions and personnel can apply for credit repair after completing rectification and fulfilling administrative penalties within three months. The repaired score can be restored up to 90% of the deducted score, and for institutions with suspended   operations, the score can be restored up to 80% after review and approval. Each subject may only request credit repair up to three times.
